Abstract

Homelessness represents one of the most visible forms of social exclusion and economic inequality. This study explores the effectiveness of public policies designed to reduce homelessness through affordable housing, employment assistance, healthcare access, and social welfare programs. It examines the structural causes of homelessness, including poverty, unemployment, mental health challenges, and housing shortages. Through comparative policy analysis and case studies, the research identifies successful intervention strategies implemented in different countries. The findings demonstrate that integrated housing and social support programs produce better long-term outcomes than temporary emergency assistance. The study recommends comprehensive policy approaches focusing on prevention and long-term social inclusion.
